Privilege boundary. Admins cannot modify peer admins or owners. Only owners can grant ADMIN/OWNER, and the tenant must always retain one active owner.

Financial safety boundary. Provider evidence and ledger entries are never deleted. Case actions are version-checked, tenant-scoped, and audited. Wallet reactivation after a false positive is OWNER-only.

Inquiries captured from the public configurator (/build/) are managed here. Platform operator authority is verified in memory and never persisted in browser storage.
